Condições de utilização

1. The service and who provides it
GovTorch is an online service that analyses published public-procurement notices — currently from TED (Tenders Electronic Daily, the official EU journal for public procurement) — and shows, buyer by buyer, contract cycles, current suppliers, expected contract end dates and the expected time of the next tender, together with the evidence behind each figure.
The service is provided by OWNER INPUT REQUIRED — seller legal entity (name) (“we”, “us”). Contact: support@govtorch.com.
GovTorch is an independent commercial service. It is not operated by, affiliated with or endorsed by the EU Publications Office, TED or any other public authority.
2. Who may use it
GovTorch is offered to businesses and professional users. If you create an account for an organisation, you confirm that you are authorised to accept these Terms on its behalf.
3. Accounts, seats and credentials
- Every user has a personal login (a “seat”). Login details are personal: do not share them with anyone, including colleagues — invite colleagues as users of your organisation instead (Settings → Users).
- Your plan includes a number of seats (Free: 1; Full: the number shown in Settings, currently up to 5). Do not circumvent the seat limit, for example by sharing one login between several people or rotating it among them.
- One active session per user: signing in on another device or browser ends the previous session.
- You are responsible for activity under your account. Tell us promptly if you suspect unauthorised use.
4. Plans, payment and renewal
- Free is permanent, needs no card and has the limits described on the pricing page.
- Full is paid in advance by invoice for 3 or 12 months at the price shown when you request it and stated on the invoice; VAT treatment is stated on the invoice. Full is switched on for your organisation once the payment is confirmed.
- Nothing renews automatically and no card is stored. Before a paid period ends we send a renewal invoice. After the end date Full stays available for 14 more days; if the renewal is not paid by then, the account returns to the Free limits. Your account and saved settings remain.
- Founding 17: the Founding price is reserved for the first 17 paying organisations and is kept while the subscription continues without a break (renewal within 14 days after the end of the paid period).
5. Acceptable use
You may use the service and the information it shows for the internal business purposes of your organisation — for example to find, follow and prepare for public tenders. You must not:
- access the service with scripts, bots, crawlers, scrapers or other automated means, other than the functions we provide for it (such as exports within your plan's limits);
- systematically download, copy or extract the service's data or substantial parts of it, for example by paging through lists or opening pages one after another beyond normal use;
- resell, sublicense, publish or otherwise make the service, your access or data obtained from it available to third parties, or use it to build a competing product or database;
- circumvent seat limits, request limits, export quotas or security measures, or probe, overload or disrupt the service;
- use the service unlawfully.
The public notices themselves remain public. These restrictions concern GovTorch's compilation, analysis and presentation of them. We apply technical limits (request rates, page depth, export quotas) to protect the service for all customers.
6. Data sources and forecasts
Procurement information comes from public sources — currently TED, reused under the EU Publications Office's open-data terms. Titles and names are shown as published. Contract end dates, expected tender windows and confidence levels are forecasts derived by fixed rules from published information. They are not announcements by the buyer and can be incomplete or wrong: a buyer may extend, renew, cancel, award directly or buy below the publication thresholds. Check the official notice before you rely on it; every forecast links to its sources.
7. Availability and changes
We work to keep GovTorch available and accurate, but we do not promise uninterrupted or error-free operation. Maintenance, updates and incidents can interrupt access. We may change or improve features; we will tell paying customers in advance, where reasonably possible, about a change that materially reduces what their paid period includes.
8. Suspension and termination
You can stop using the service at any time and ask us to close your account by writing to support. We may suspend or end access if the Terms are seriously or repeatedly breached (in particular credential sharing, scraping or resale), if an invoice is not paid, or where the law requires it — normally after notice, unless immediate action is needed to protect the service or other customers.
9. Liability
To the extent permitted by law, we are not liable for indirect or consequential loss (such as lost profit or a lost contract), and our total liability for a paid period is limited to the fees paid for that period. Nothing in these Terms limits liability that cannot be limited by law.
10. Privacy
How we process personal data is described in the Privacidade notice.
11. Governing law
OWNER INPUT REQUIRED — governing law and place of jurisdiction
12. Changes to these Terms
We may update these Terms. The date above shows the current version; we inform registered users of material changes by e-mail or in the application before they apply.
